Course Overview

This course provides a comprehensive foundation in Monitoring and Evaluation (M&E) designed for the specific landscape of Ethiopia’s "Ten-Year Development Plan" and the requirements of major international donors (USAID, EU, World Bank). Participants will move beyond simple data collection to mastering the Logical Framework Approach, Theory of Change, and Performance Indicators. The course emphasizes the practical use of data to inform decision-making, ensure accountability, and maximize project impact within local community contexts.

Key Learning Outcomes

  • By the end of this course, participants will be able to: 1. Construct a comprehensive Logical Framework (LogFrame) for a real-world project. 2. Develop a Theory of Change that clearly maps pathways to impact. 3. Design and deploy digital data collection tools using KoboToolbox. 4. Write high-quality, evidence-based M&E Reports for donors and government stakeholders. 5. Conduct basic Impact Evaluations and Qualitative Data Analysis.

Course Curriculum

  • Module 1: Foundations of Result-Based M&E
     Topic 1: Difference between Monitoring and Evaluation.  Topic 2: Project Life Cycle.  Topic 3: National M&E standards in Ethiopia.
  • Module 2: Designing M&E Frameworks
     Topic 1: The Theory of Change (ToC).  Topic 2: Building a Logical Framework  Topic 3: Setting SMART Indicators and Baselines.
  • Module 3: Digital Data Collection
     Topic 1: Designing mobile surveys with KoboToolbox  Topic 2: Data quality assurance and ethics in the field.
  • Module 4: Data Analysis for M&E
     Topic 1: Using Excel for M&E.  Topic 2: Descriptive statistics.  Topic 3: Tracking progress against targets (Target vs. Actual).
  • Module 5: Qualitative M&E Methods
     Topic 1: Focus Group Discussions (FGDs).  Topic 2: Key Informant Interviews (KIIs).  Topic 3: Most Significant Change (MSC) technique.
  • Module 6: Reporting & Communication
     Topic 1: Drafting Quarterly and Annual reports.  Topic 2: Data visualization for stakeholders;  Topic 3: Lessons Learned workshops.
  • Module 7: Capstone: M&E Plan Design
     Topic 1: Participants develop a full M&E plan for a project of their choice (e.g., Health, Education, or Agriculture).
